§ Mr. FowlerCounty councils are presently my agents for over £300 million worth of trunk road construction and improvement schemes. I have no plans to change this arrangement. New schemes costing under £1 million will continue to be allocated to agents, and county councils may be awarded larger schemes where it clearly makes sense to do so.
