asked the Minister of Transport if he will outline the methods by which he proposes to reduce the pre-construction period for road schemes.

I am very conscious of the importance of reducing the pre-construction period and methods of achieving this were outlined in the recent roads White Paper (Cmnd. 7908).

The Department's organisation is to be streamlined both at headquarters and in the regions; and effort is being concentrated on those schemes which are most urgently needed.
