asked the Secretary of State for the Home Department if he will list the powers of the Independent Broadcasting Authority concerning the allocation of the boundaries of franchise areas and changes to them.

Under section 2 of the Independent Broadcasting Authority Act 1973 determination of franchise areas and the allocation of franchises to programme contractors are entirely the responsibility of the IBA.
