§ Mr.David MitchellIt is not practicable to estimate the effect of changes in regional aids on manufacturing investment in the North-West. The changes in regional industrial policy form part of the Government's overall policies to create an economic climate in which enterprise and skills are rewarded and therefore in which industry is encouraged to expand and new firms to start up.
