Mr. Ronald W. Brownasked the Secretary of State for Education and Science (1) if he will state the criteria upon which he based his decision to add a directive to the Flowers report before that report had been printed and officially sent to him;
(2) what discussions took place between his Department and the Flowers committee before the report was signed; and if the attachment of his departmental directive to that report indicates that the relevant section of the report is superseded by the directive.
