§ Mr. Neil MartenI refer my hon. Friend to the statement made to the282W House on 14 January by my hon. Friend the Minister of State, the Member for Mid-Oxon (Mr. Hurd)—[Vol. 976, c. 1222]—that we have ended our aid programme in Afghanistan except that those Arghan students already in this country will be allowed to complete their courses.
