Many directives and regulations of the Council of Ministers already existed, or are replacements of or are required by those already existing, at the time of our accession. Of the others, some were opposed in the form in which they were originally put forward but were improved in negotiation. Others were negotiated as part of a package of measures, the overall effect of which was advantageous to the United Kingdom. Thus, no meaningful answer can be given.
