asked the Secretary of State for Education and Science when a common examination at 16-plus is introduced, if he will undertake that it will be a common system and not in any sense a common paper or part of an examination paper.

The Government's intention is to replace th present dual system of examinations at 16-plus with a single system. The new system will have to provide alternative papers at different levels of difficulty. What is essential, however, is that the papers used enable boards to discriminate between candidates of different abilities. In some subjects it is possible that a combination of common and alternative papers will be appropriate.
