§ 66. Mr. Woolmerasked the Secretary of State for the Environment what is his estimate of the percentage cut in expenditure at constant prices by local authorities that would he necessary for average rate increases to be zero in the light of the rate support grant settlement.

§ 67. Mr. Butcherasked the Secretary of State for the Environment whether he has any further information as to which councils are still refusing to implement the right to buy.
§ Mr. StanleyOnly one council, Greenwich, has passed a resolution refusing to implement the right to buy. Harlow and Leicester have passed resolutions refusing to sell council houses during the moratorium.
