asked the Secretary of State for the Environment what are now the likely total starts for both the public and private housing sectors for 1980.

Mr. Stanley

Between January and October 1980 there were 39,500 public sector and 73,000 private sector starts in England. The number of private sector starts achieved during the remainder of the year will depend on decisions by private builders and developers. The position in the public sector will be largely determined by the standstill on additional housing capital commitments which the Government were obliged to impose on 22 October 1980 in order to prevent an overspend.
