§ Mr. Kenneth ClarkeResearch by the Transport and Road Research Laboratory has shown that twin daytime running lamps are the most effective aid to daytime conspicuity currently available. We shall shortly be consulting about regulations to require manufacturers to fit such lamps to new machines. We are not, however, proposing the compulsory use of these daytime running lamps. Nor have we any intention of introducing compulsion in respect of daytime use of headlamps or the wearing of conspicuous, clothing. We shall, however, be issuing general advice on daytime conspicuity.
