§ Mr. Kenneth ClarkeNo. The increase in the external finance limit for the British Railways Board was an exceptional measure to assist the board in adapting to the difficult trading conditions it is experiencing this year. There is no comparable justification for a relaxation of the cash limits on the roads programme.
