asked Her Majesty's Government:

Whether they will undertake that any proposal for changes in traffic flow or a new gate at Victoria Gate, Hyde Park, will be the subject of a public inquiry before decisions are taken.

The Department of the Environment are considering a proposal from Westminster City Council to create a new vehicle entrance into Hyde Park at Westbourne Gate, which would replace the existing one at Victoria Gate. Alternative road layouts are being examined. The department must consider the implications of the scheme for the Royal Park and this is not a matter which is appropriate to a public inquiry. The noble Lord can, however, be assured that all aspects of the proposal are being given the most careful study.
