Mr. Alfred Morris

asked the Secretary of State for Social Services what representations he has had from the Disablement Income Group on his decision to increase invalidity benefits at the next uprating by five percentage points less than would fully reflect forecast price increases; and what reply he is sending to the detailed points raised in these representations and, in particular, to the description of his decision as one that is cruelly unfair to severely disabled people.

The representations received from the Disablement Income Group welcomed the proposed increase of 21 per cent. in mobility allowance. However, they did express concern over our proposals for a heating cost scheme and to abate the invalidity benefit uprat-ing by 5 per cent. I shall send the right hon.
