§ Mr. Kenneth ClarkeMy right hon. Friend awarded the contract worth £16,810,972 to Costain Civil Engineering Ltd. on 25 March.
The bypass will improve access to Clacton, Frinton and the port of Harwich, relieve existing roads and improve the environment of Colchester and Elmstead Market.
