§ Mr. Hillasked the Secretary of State for the Environment what would be the cost of the abolition of the domestic rate element on residential properties; and how much the rate of (a) value added tax or (b) the standard rate of income tax would need to be increased to provide an equivalent sum to compensate local authorities.
