Mr. Leighton

asked the Prime Minister if she will give an undertaking that Her Majesty's Government will not derogate from the powers of the House of Commons by agreeing to any proposal to delegate more power to officials representing Governments in Brussels or to the Commission of the European Communities.

The Prime Minister

Before Council legal instruments can be adopted they require the approval of the Council of Ministers, on which each Member State is represented. Officials representing Governments in Brussels act on the instructions of their respective Governments; Ministers retain full control and in turn remain responsible to Parliament. The Commission's powers are laid down in the Treaties. The Government assess on their merits any proposals to delegate specific tasks to the Commission within those powers.
