What provision is made to ensure that multi-handicapped blind persons who are placed in hospitals for the mentally handicapped and adult training centres are able to receive the specialised help for the visually handicapped to which they are entitled.
§ Lord CULLEN of ASHBOURNEIt is for individual health and local authorities to ensure that multi-handicapped blind persons receive suitable care and training to meet their particular needs. The report of the National Development Group for the Mentally Handicapped,Helping Mentally Handicapped People in Hospital, which was sent to health and social services authorities last November, contains a section on the needs of mentally handicapped people with visual impairments.
