§ Mr. Kenneth ClarkeAs my hon. Friend knows, the Government's expenditure plans for 1980–81 provide for growth in some programmes, particularly defence, law and order and social security. Within the total, more than proportionate reductions have therefore to be made in other services, including transport. The reductions in these programmes have been allocated in the light of all the relevant factors.
