HC Deb 12 November 1979 vol 973 c453W
Mr. Alton

asked the Minister of Transport what steps he has taken to ensure that there are no repetitions of the 40 per cent. error in predicted traffic figures used to justify the construction of the Cumnor Hill scheme in Oxfordshire.

Mr. Kenneth Clarke

The responsibility for deciding what local road schemes such as Cumnor Hill to undertake lies with the county council, as highway authority. The prediction of traffic figures is a difficult and uncertain process which is constantly kept under review and whenever possible improved for trunk road schemes by our Department.

Cumnor Hill is an old and isolated case which is wholly untypical of trunk or local road scheme traffic forecasting.
