asked the Minister for the Civil Service if he will list those topics on which it is not his practice to answer parliamentary questions; and if he will list any changes in the practice of his Department since 3 May.

It is not possible to provide a definitive and exhaustive list of topics on which I might exceptionally, 351W on grounds other than cost, decline to answer questions. But, by way of example, I would decline to answer questions which would entail disclosure of personal confidential information, or information supplied by outside organisations on a confidential basis. I shall continue to consider each question carefully with the intention of being as helpful as possible.
