22. Mr. Norman Atkinson

asked the Secretary of State for the Environment if he will set up an inquiry committee to look into the current disparities between inner and outer London boroughs and to seek a much fairer distribution of rate support grant and supplementary grants throughout London.

Arrangements already exist for considering issues affecting the distribution of rate support grant within London through the London working party, which includes officials of my Department and of the London Boroughs Association and the GLC. Transport supplementary grant is paid to the GLC and it is for that body to decide how to apply the grant.
