asked the Secretary of State for Scotland how many new jobs are expected to be created by small businesses in Scotland as a result of the Budget proposals.

The changes in income tax and the other budgetary measures designed to help small firms are a first step in our encouragement of small businesses. The tax changes will free more money for investment and owners of small businesses will have added incentive to develop them. The measures will therefore stimulate growth, although it is impracticable to give a precise estimate of the employment effects.
