asked the Secretary of State for Scotland what representations he has received over the quota scheme for whiting; and if he will make a statement on the progress of the scheme.

Representations have been received from the Shetland Islands council and from the associations representing the Shetland fishermen and fish merchants. My noble Friend the Minister of State had full discussions with these interests during his visit to Shetland on 6 and 7 June.

The decision to reduce the permitted level of United Kingdom landing of North Sea whiting from 28 May 1979 was taken in the light of the general state of the stock and the need to spread the fishery over as long a period of the year as possible.

The effect of the present restriction will be closely monitored.
