§ Lord O'HAGANasked Her Majesty's Government:
What machinery exists to ensure that EEC regulations and directives are similarly enforced in all member States; and to which Ministry British employers and farmers should apply with information about laxer enforcement in other member States.
§ The FOREIGN SECRETARY and MINISTER for OVERSEAS DEVELOPMENT (Lord Carrington)The European Commission has the duty of ensuring that Community regulations and directives are properly implemented in all member States. It investigates and delivers opinions on any alleged breaches of obligation. Information about laxer enforcement in any other member State can be brought to the attention of the Commission in Brussels either directly or through the Department or Minister concerned in London. This would normally be the Ministry of Agriculture, Fisheries and Food in the case of the Common Agricultural Policy: issues affecting employers might arise in several different contexts.
