asked the Secretary of State for Energy what action he proposes to take to prevent the continuing closure of petrol stations in rural areas, particularly in Northumberland.

The oil companies' allocation schemes have meant that deliveries to filling stations are rather less frequent and in consequence in all areas, from time to time, they run out of supplies. Rural areas may well be more sparsely provided with filling stations, but I have no reason to suppose that allocation systems treat rural stations any differently from others.
