Mr. Mulley

asked the Secretary of State for the Environment if, in view of the paramount importance of conserving energy, he will agree that work to insulate external walls should be eligible for grant where expert opinion considers that this would be more efficient and cost effective than expenditure on roof insulation, which is grant-aided, and accordingly give his approval to the applications of the Sheffield metropolitan district council for this purpose in respect of certain of its council dwellings.

The present energy conservation programmes are based on firm evidence that loft insulation provides the most effective method of energy conservation in housing. As indicated in reply to the hon. Member for Sheffield, Heeley (Mr. Hooley), on 27 June, we have no present plans to extend the range of works covered by these programmes. I would, however, be interested to see the evidence that insulation of external walls is more cost-effective than loft insulation.
