Mr. Brotherton

asked the Secretary of State for Education and Science what are the activities of the Business Education Council; what appointments he makes and what are the names of the appointees; what fees are paid to them; what is the council's overall cost to public funds; and what plans he has for its future.

Mr. Macfarlane

The Business Education Council was established in 1974 to plan, administer and keep under review the establishment of a unified national system of non-degree courses for people whose occupations fall within the broad area of business or public administration. The council devises or approves suitable courses, establishes and assesses standdards of performance, and awards certificates and diplomas to students meeting its requirements.

My right hon. and learned Friend appoints the members of the council, including the chairman. The names of the current appointees are listed at the end of this reply. The present chairmanship of the council is a part-time appointment for which the salary is currently £5,885.60. Members of the council serve on a purely voluntary basis, receiving only travelling and subsistence expenses.

The council derives its income from students' registration fees and has been financially independent since 1976. The future of the council is currently under examination as part of the overall review of quasi-autonomous non-governmental organisations.
