§ Mr. Alexander FletcherCuts in the Manpower Services Commission's budget in Scotland will affect mainly the youth opportunities programme and the training opportunities scheme. Savings of £3.8 million in YOP will be achieved by a shift towards less expensive opportunities and by a slight reduction in the length of time for which young people remain in the programme. The withdrawal of some courses, mainly in clerical and commercial courses, will reduce TOPS expenditure by £2.2 million. Planned expansion of the community industry scheme will be cut back slightly.
