asked the Secretary of State for Scotland what alternative courses of action were open to him on receiving the appeal by the United Kingdom Atomic Energy Authority against the rejection by Kyle and Carrick District Council of its application to carry out test bores in the Loch Doon area for the possible disposal of nuclear waste; and if he will make a statement.

My right hon. Friend is bound to reach by due process a determination of the subject of the application; namely the drilling of bore holes for the purposes of studying the properties and structure of rocks and the movement of water within them, and the temporary siting of up to six small portable buildings or caravans. If, as in this case, either the appellant or the planning authority so requests, he must provide for a public local inquiry.
