§ Mr. Horam:My right hon. Friend has statutory powers to experiment with road humps, which could otherwise be challenged as obstructions on the highway. At present the law requires each set of humps to be removed after one year. In the coming months we shall be considering the reports on the experiments in order to judge whether Parliament should be asked to sanction the wider use of humps and, if so, on what conditions.
