asked the Chancellor of the Exchequer what is the estimated cost in a full year of allowing income tax relief on domestic rate payments.

As there is no reliable estimate of how receipts from domestic ratepayers are allocated between those who are liable to pay income tax and those who are not liable it is not possible to give a precise estimate of the proposal.

If, however, all those paying domestic rates were also liable to pay income tax at the basic rate, the estimated full year cost for 1978–79 would be approximately £800 million.
