asked the Secretary of State for the Environment if he will make a statement on the EEC proposal to phase out aerosols and, in particular the production of chlorofluorocarbons.

The Council of Environment Ministers on 17 December 1979 agreed to a Community decision ensuring that there will be no increase in manufacturing capacity for chlorofluorocarbons 11 and 12 and that the use of these substances for filling aerosol cans will be reduced by at least 30 per cent. (compared with the 1976 levels) by 31 December 1981.

There are no other plans for the European Community to reduce the production and use of chlorofluorocarbons, but the Council will keep the matter under consideration with a view to agreeing by 30 June 1981 such additional measures as may be needed.
