§ Mr. Cunliffeasked the Chancellor of the Exchequer what is his estimate of the number of British citizens who have returned to take up residence in the United Kingdom as a result of the tax provisions of his Budget.
§ Mr. Peter Rees[pursuant to his reply,3 December 1979, c. 78]: No estimate is available of the numbers who have returned, and income tax will always be one factor only in any decision, to leave or come to the United Kingdom. But there are signs, as recorded in a recent article in the press, that the changes are having a positive effect.
