asked the Secretary of State for Wales whether, in view of the imminent closure of the East Moors Steelworks in Cardiff by the British Steel Corporation and the resultant massive unemployment in the inner city area, he is prepared to designate Cardiff under the terms of the Inner Urban Areas Bill and specify central Cardiff as a special area.

My right hon. and learned Friend will be prepared to consider the extension of powers and assistance to authorities in areas of particular need in Wales when the Inner Urban Areas Bill is enacted.
