asked the Minister for the Civil Service what was the total cost of Civil Service pay in 1977–78; and what is the estimated total cost for 1978–79.

The provision taken for 1977–78 in the Main and Supplementary Estimates for Civil Service pay was £2,565 million. For 1978–79 the Main Estimate is £2,561 million. This figure does not include provision for the phase 3 pay award for civil servants. No provision is taken in the Supply Estimates for the pay of the staff of the trading funds since no cost to the Exchequer is involved.
