asked the Minister for the Civil Service what was the average cost per head of the pay of a non-industrial civil servant in 1977–78; and what is the estimated equivalent figure for 1978–79.

The average cost per head of the pay of a non-industrial civil servant in 1977–78 derived from the total Estimate provision for pay in that year and the number of civil servants in post on 1st October 1977 to whom that provision related, was £3,700. The 1st April pay settlement for non-industrial civil servants, which was within the Government's pay guidelines, provided for consolidation of the pay supplements and an across-the-board increase of 9½ per cent.
