§ Mr. Barry JonesComplaints by patients are dealt with by area health authorities. Where a complainant is not satisfied with the outcome of the consideration of his complaint there is the opportunity for recourse to the Health Service Commissioner. Each case needs to be judged on its merits but only in the most exceptional circumstances would my right hon. and learned Friend institute a formal inquiry.

§ Mr. Barry JonesGeneral guidance has been issued to health authorities on the procedures to be followed in the handling of complaints by patients. Where a formal inquiry is thought necessary the decision as to who is called to give evidence is a matter for those conducting the inquiry.
