asked the Secretary of State for Transport what action is being taken to control the increasing use of headlights by motorcyclists in broad daylight.

Mr. Horam

Provided that the headlights are correctly adjusted so that they do not dazzle other road users this practice is permissible, and I do not propose to take action to control it.
