§ 38. Mr. Jesselasked the Secretary of State for Transport in the light of the fact that clause 13(1)(a) of the Road Traffic Act 1974 states that driving licences shall expire on the 70th birthday of the holder, why his Department is issuing all new licences to expire the day before.
