§ Mr. LuardMy right hon. Friend has been deeply concerned to hear of the further action taken against members of the Helsinki monitoring groups in the Soviet Union, including Mr. Podrabinek, since the trial of Professor Orlov and will continue to make the Government's views known to the Soviet authorities in the most effective and appropriate manner.
