asked Her Majesty' Government:

Whether they will clarify their policy on the present and future status of Walvis Bay, in the light of the answer given to his supplementary question following Lord Boston of Faversham's Starred Question of 22nd June (col. 1381).

Lord GORONWY-ROBERTS

All the main parties that would compete in an election in Namibia believe that Walvis Bay should be part of Namibia. It is the view of the Government, and of the four other Governments participating in the five-Power initiative on Namibia, that there should be urgent negotiations between the South African Government and the Government of an independent Namibia to achieve a solution that satisfies the people of Namibia as a whole.
