1160WAWhat progress has been made to implement in Scotland Recommendations 33 to 35 of the Report of the Royal Commission on Standards of Conduct in Public Life.
§ The MINISTER of STATE, SCOTTISH OFFICE (Lord Kirkhill)The House will recall the reply which the noble Lord, Lord Harris' of Greenwich, gave on 25th May about the Government's acceptance of these recommendations and about the procedure for their implementation in England and Wales. A separate form of procedure for their implementation in Scotland, which takes account of Scottish criminal procedure and practice, has been prepared in consultation with my right honourable and learned friend the Lord Advocate and the bodies concerned. My right honourable friend the Secretary of State has sent a circular to chief constables in Scotland asking them to implement the new procedure as soon as possible, and a copy of that circular has been placed in the Library. My right honourable and learned friend has made appropriate Departmental arrangements for dealing with these matters.
