§ Mr. ShoreThis case arose from a complaint by a third party to a planning appeal that it had not been given the opportunity to submit further representations when the appeal was reconsidered by the Secretary of State following quashing of the orginal decision by the High Court. Following the findings of the Parliamentary Commissioner for Administration instructions have been issued for all cases requiring rehearing to be referred to a special unit set up to advise on the procedures to be followed, including ensuring that the interests of third parties are taken into account.
