Mr. Rooker

asked the Secretary of State for Employment (1) if he will use sanctions in Government contracts to ensure that skilled craftsmen are paid appropriate differentials to reward training and skill and thereby ensure a future supply of craftsmen;

(2) if, in view of the low level of fines imposed for breaches of the Health and Safety at Work, etc. Act, he will use sanctions in Government contracts to ensure that health and safety policy is implemented.
