Mr. Arthur Lewis

asked the Secretary of State for Employment by what statutory or discretionary authority a civil servant, Mr. B. E. Atkins, purports to be able to instruct trades unions and employers that he is not able to accept freely negotiated agreements; and whether he will publish in the Official Report a copy of the letter which Mr. Atkins sent on 23rd January 1978 to Mr. A. Barton, the Secretary of the Environmental Engineering Industry Employers Policy Committee.

asked the Secretary of State for Employment how many people have been made redundant by companies which have lost orders through failing to comply with the Government's pay guidelines.
