asked the Secretary of State for the Environment whether he will introduce legislation requiring mandatory rate support for the arts, which would lay on obligation on county councils, in consultation with district councils, to ensure adequate provision of museum and gallery facilities in their areas.

I have been asked to reply.

It is for local authorities to determine, in the light of their own circumstances, what expenditure is appropriate on museums and galleries in their own areas; allowance is made for such expenditure in the rate support grant. It would not be desirable or feasible to compel authorities to spend a specific amount or proportion of their revenue on a particular service.
