§ Miss Margaret JacksonLoan charges incurred by local education authorities carrying out projects under the nursery education building programme are relevant expenditure for rate support grant purposes, and are provided for in the RSG settlement for the relevant financial year. Rate support grant is a block grant, however, given in aid of local authority expenditure as a whole, and individual authorities have discretion to decide their patterns of current expenditure on particular services.
Specific grants are available to qualifying authorities under the urban programme which provide 75 per cent. of both capital and recurrent costs of approved projects, including nursery education provision.
