New Commonwealth citizens Thousands Quarter of 1977— First 3 Second 2 Third 5 An emigrant is defined as a person who, having lived in the United Kingdom for a year or more, intends, on leaving, to live abroad for at least a year. Emigrants to the Irish Republic are excluded, and so are persons of New Commonwealth ethnic origin who had acquired United Kingdom citizenship.
