Mr. Kinnock

asked the Secretary of State for Social Services (1) if, where workers are affected by recognised early retirement schemes as part of their conditions of employment, he will exempt such retired persons from the need to comply with the normal procedures for registering as unemployed and available for work;

(2) if he will exempt workers who have retired under recognised early retirement schemes and have no intention of seeking or making themselves available for employment from the need to register as unemployed.

If a person who has retired early wishes to claim unemployment benefit he must comply with the normal conditions regarding registration and availability for work which apply to other claimants. There is, however, no requirement, so far as this Department is concerned, for a person who does not wish to make himself available for further work to register and claim benefit; and it is likely that any such claim would be disallowed.
